Open should select the CORRECT My Documents folder in XP

When I click Open, the InPaint dialog defaults to:
c:\Documents and Settings\Cad

and NOT to the CORRECT location in XP:
c:\Documents and Settings\Cad\My Documents

This is irritating but not a show-stopper.
